There are links to loads of (mainly American) clans, map,
resource and file downloads, console help, an audio section
and a massive list of links. I'll forgive the fact that the
link to this site says "Evilla" :).
Aqua had this guide out almost as soon as Quake 3 was released and it quickly became the bible for people struggling with both their frames per second and their connections. It still remains the definitive tweak guide and every Quake 3 player should check it out.
Part of the vast Planetquake network this is the best bind writing site for Quake 3. There are loads of ready made scripts and configs and it's really all you need to get you started.
This site is designed to help you get the best from your connection as well as providing a whole host of tips for speeding up Windows generally. There's some very useful stuff here including specific information on improving your broadband connection (if you're lucky enough to have one).
This has been the best connection tweak site since I came on the net in 1998. Some of it is very involved but full instructions are provided throughout and you can make a real difference to your connection. Hopefully a good one like :).
I wasn't sure whether this belonged in the demo section but seeing as most of its featured demos are reviewed on Cineplex I'll put it in here for the fantastic and comprehensive Recamming Tutorial that saw me through my own personal efforts :).
Not sure how many people actually bother with the single player game these days, but my site has never linked this until now so it's in for completeness really!
